** Use a cheap-ass second hand PC with AGP/PCI-E slot with an 'acceptable' GPU (GeForce 6xxx or comparable). This allows everything from 1973 till now to be run. A PIV should be enough, 512 MB of RAM too - device should cost about €70 incl shipping from Germany

** you can get affordable arcade-style controllers on eBay (they used to have one in Mediamarkt in Antwerp...), which are connected to USB and PS3/X360/PC compatible.
